They also allow people like the Governor, the president of the Senate, or the Justice Court judges. Their website has a whole list of available people who will be able to officiate your wedding without any added work on your end. 

If you do want to select someone yourself, you will need to go through the process of designating your officiator. They will need to complete a Single Ceremony Appointment of Marriage Designee. The main thing the county is concerned with is that your officiant is a) over the age of 18, b) able to perform your ceremony, and c) gets compensated accordingly. If you would like to use a family member or a friend, the process should be pretty simple.
